김동연, "12년 만의 우호협력 협약체결…양 지역 간 더 많은 발전 기대"

Gyeonggi Province, R.O.K Governor Kim Dong-yeon is visiting North America to strengthen international exchange and cooperation in hopes to attract foreign investment. He met with the United States California Governor Gavin Newsom during his first scheduled visit and agreed to resume friendly cooperation between the two regions for the first time in 12 years.

The scheduled visit occurred on the afternoon of the 6th (local time) at the California Natural Resources Agency located in Sacramento, California and discussed trade/investment, climate change, human relations, and startups. A memorandum of understanding on cordial cooperation with R.O.K was signed.

Governor Kim Dong-yeon said, “With the signing of this cordial cooperation agreement for the first time in 12 years, we expect further development between Gyeonggi-do and California.” He added, “The agreement will serve as an opportunity to exchange relations between younger generations in Gyeonggi-do and California’s excellent universities, to enhance technological development for the climate crisis, and to collaborate in developing startup paradises like Silicon Valley, California and Pangyo, Gyeonggi-do.”

“California is forging new partnerships around the world to promote climate action and grow our economy,” said Governor Gavin Newsom. He continued, “Like California, Gyeonggi Province is at the core of the national economy and plays a leading role in innovation. By working together, we can contribute to the development of Pacific communities.”

According to the agreement, the two regions will cooperate in the areas of economic and corporate development, investment and innovation in trade and commerce, climate change, including greenhouse gas emission reduction and clean transportation, and human relations -- including entrepreneurs, startup business communities, and small to medium-sized enterprises. The agreement is valid up to 3 years.

Governor Kim met with reporters after signing the business agreement and said, “Governor Newsom didn’t just say things, he made a promise. I was glad he showed a very strong passion for this cooperation. The atmosphere was good.” -- explaining the results of the interview.

The two governors also agreed that responding to the climate crisis is important. Also added that both regions will play a leading role in renewable energy and climate technology both in their own countries and in the international community.

In addition, they exchanged in-depth opinions on the international situation, including US-China relations, Korea-China relations, and geopolitical conflicts, as well as domestic political and economic situations in major countries.

Although California is one of the 50 states in the United States, it has the world's 5th largest economy, with a GDP of $3.9 trillion USD last year.

The northern bay area, centered around San Francisco and San Jose, is home to Silicon Valley and has a worldwide reputation as a hub for the IT industry where many technology companies are based.

It has a much larger area and economic scale than most countries -- although it is a local government, most of its exchange partners are foreign countries.

For this reason, the province explained that the meeting between Governor Kim Dong-yeon and Governor Newsom was of great significance. Gyeonggi-do and the state of California signed a memorandum of understanding on cordial cooperation between the two regions in Gyeonggi-do back in 2010.

However, since there has been no significant exchange since 2012, the cordial cooperation relationship was naturally terminated after the two-year expiration of the validity period. Therefore, with the signing of this MOU, Gyeonggi Province is expected to resume its friendly cooperative relationship with California for the first time in 12 years, and to further promote technological innovation and growth through strategic partnerships in innovative technology and future high-tech industries.

국제교류협력 강화와 해외투자 유치를 위해 북미지역을 방문 중인 김동연 경기도지사가 첫 일정으로 개빈 뉴섬(Gavin Newsom) 캘리포니아 주지사와 만나 12년 만에 양 지역 우호 협력 관계를 재개하기로 합의했다.

김동연 경기도지사는 미국 현지시각 6일 오후 캘리포니아주 새크라멘토에 위치한 캘리포니아 천연자원청(California Natural Resources Agency)에서 개빈 뉴섬(Gavin Newsom) 캘리포니아 주지사를 만나 무역·투자, 기후변화, 인적교류, 스타트업 분야에 대한 우호협력 양해각서를 체결했다.

김동연 지사는 “12년 만의 우호협력 협약체결로 경기도와 캘리포니아 간에 더 많은 발전을 기대할 수 있게 됐다”면서 “협약을 계기로 경기도 청년들과 캘리포니아의 훌륭한 대학과의 인적교류, 기후위기에 대한 기술개발, 실리콘밸리와 경기도 판교처럼 스타트업 천국을 만들기 위한 협력을 하기로 했다”고 말했다.

개빈 뉴섬 주지사는 “캘리포니아주는 기후 행동을 촉진하고 경제를 성장시키기 위해 전 세계적으로 새로운 파트너십을 구축하고 있다. 캘리포니아주와 마찬가지로 경기도는 국가 경제의 핵심이자 혁신의 주도적인 역할을 하고 있다. 함께 노력해 우리는 태평양 지역사회 발전에 기여할 수 있다”고 말했다.

협약에 따라 양 지역은 경제와 기업 발전, 투자와 혁신을 포함한 무역·투자, 온실가스 배출 감소·청정 이동 수단을 포함한 기후변화, 기업가·스타트업 비즈니스 커뮤니티·중소기업을 포함한 인적 교류 분야에서 협력하기로 했다. 협약 유효기간은 3년이다.
김 지사는 업무협약 체결 후 기자들과 만나 “뉴섬 주지사가 말로만 하는 게 아니라 약속(commitment)을 했다. 아주 강한 협력 의지를 표명해 기쁘다. 분위기가 좋았다”고 면담 성과를 설명했다.

두 지사는 또, 기후위기에 대한 대응이 중요하며 양 지역이 자국과 국제사회에서 재생에너지, 기후테크 등에 선도적 역할을 하기로 했다.

이 밖에도 미·중 관계, 한·중 관계, 지정학 갈등 등 국제 정세와 주요국 국내 정치 경제 상황에 대해서도 깊이 있는 의견을 교환했다.

캘리포니아주는 미국 50개 주 가운데 하나지만 지난해 GDP가 3조 9000억 달러에 달하는 등 세계 5위의 경제 규모를 가지고 있다.

샌프란시스코와 산호세 등을 중심으로 한 북부 베이 지역(Bay Area)은 실리콘밸리가 위치하고, 많은 기술 기업들이 기반을 둔 IT산업의 허브로 전 세계적 명성을 갖고 있다.

웬만한 국가보다도 훨씬 큰 면적과 경제 규모를 갖고 있어 지방자치단체지만 교류 대상이 대부분 국가인 경우가 많다.

이런 이유로 도는 김동연 지사와 뉴섬 주지사 간의 만남이 큰 의미가 있다고 설명했다. 경기도와 캘리포니아주는 지난 2010년 경기도에서 양 지역 간 우호협력 양해각서를 체결한 바 있다.

그러나 2012년 이후 별다른 교류가 없어 자연스럽게 유효기간 2년 만료 이후 우호협력 관계가 해지됐다. 따라서 이번 MOU 체결로 경기도는 캘리포니아주와 12년 만에 우호협력 관계를 재개하고, 혁신기술·미래 첨단산업의 전략적 파트너십으로 기술 혁신과 성장이 더욱 촉진 될 것으로 기대하고 있다.
