Busan City is set to launch a full-scale project to renovate its aging planned cities.

In line with the "Special Act on the Renovation and Support of Aging Planned Cities" enacted on April 27, the city announced that it will commence the development of a basic plan for urban renovation at the end of May.

The basic urban renovation plan will outline the spatial scope of the aging planned cities, infrastructure improvements, phased project implementation plans, and the designation of leading districts.

The target areas for this project include regions developed through housing development projects that have been in existence for over 20 years and exceed an area of 1 million square meters. These areas face fundamental issues that cannot be resolved through individual renovation projects alone.

Key target areas in Busan include Haeundae 1 and 2 (3 million square meters, completed in 1997), Hwamyung 2 (1.45 million square meters, completed in 2002), Manduk, Hwamyung, and Geumgok districts (2.4 million square meters, completed between 1985 and 1996), Dadae district (1.3 million square meters, completed between 1985 and 1996), and Gaegeum, Hakjang, and Jurye districts (1.2 million square meters, completed between 1987 and 1999).

Prior to the full-scale implementation of the renovation projects, Busan City, in collaboration with the Ministry of Land, Infrastructure, and Transport, will hold a resident briefing session on May 23 to increase public understanding and interest in the project. The briefing sessions will be held at City Hall at 10 a.m. and at Haeundae Cultural Center at 2 p.m.

During these sessions, the Korea Research Institute for Human Settlements will explain the special act and related policies, and the Korea Land and Housing Corporation (LH) will introduce the operation plan of the Future City Support Center.

Additionally, Busan City will provide an overview of its urban renovation project for aging planned cities.

The city plans to incorporate diverse opinions from residents gathered during the briefing sessions into its policy and will work in close cooperation with the Ministry of Land, Infrastructure, and Transport and other municipalities to ensure the project is carried out promptly and systematically.


부산시가 노후계획도시 정비 사업을 본격적으로 추진한다. 

시는 지난달 27일 시행된 '노후계획도시 정비 및 지원에 관한 특별법'에 맞춰 오는 5월 말 노후계획도시정비 기본계획 수립 용역에 착수할 예정이라고 밝혔다.

이번 노후계획도시정비 기본계획에서는 △노후계획도시의 공간적 범위 △기반시설 정비 △정비사업 단계별 추진계획 △선도지구 지정계획 등이 제시될 예정이다. 

사업 대상지는 택지개발사업 등에 따라 조성 후 20년 이상 경과하고, 면적이 100만㎡ 이상인 지역으로, 자급자족 기능 등 기본적인 문제 해결이 어려운 지역이 포함된다.

부산시가 추진할 주요 대상 지역으로는 해운대1·2(300만㎡, 1997년 준공), 화명2(145만㎡, 2002년 준공), 만덕·화명·금곡 일대(240만㎡, 19851996년 준공), 다대 일대(130만㎡, 19851996년 준공), 개금·학장·주례 일대(120만㎡, 1987~1999년 준공) 등이 있다.

부산시는 정비사업의 본격적인 추진에 앞서, 주민들의 이해를 높이고 지역사회의 관심을 고취하기 위해 국토교통부와 함께 5월 23일 주민설명회를 개최한다. 설명회는 시청과 해운대문화회관에서 각각 오전 10시와 오후 2시에 열린다.

이번 설명회에서는 국토연구원이 특별법에 대한 법령 및 방침을 설명하고, 한국토지주택공사(LH)의 미래도시지원센터 운영 계획을 소개한다.

또한, 부산시의 노후계획도시 정비사업 추진에 대한 개략적인 설명도 진행될 예정이다. 

시는 설명회에서 나온 다양한 주민 의견을 수렴해 정책에 반영하고, 국토교통부 및 타 지자체와 협의해 사업을 신속하고 체계적으로 추진할 계획이다.

임경모 부산시 도시균형발전실장은 "이번 설명회를 시작으로 부산의 향후 100년의 모습을 만들어 나갈 대역사에 시민과 공공이 함께 첫발을 딛게 될 것"이라며 "앞으로도 주민들과의 지속적인 소통을 통해 노후계획도시 정비사업의 성공적인 추진을 도모하겠다"고 밝혔다.
