Gyeonggi Province Governor Dong-yeon Kim is visiting the United States to strengthen international exchange and cooperation to attract foreign investment, visited Biocom California (hereinafter referred to as Biocom CA) and discussed ways to establish partnerships to foster Gyeonggi Province's bioindustry.
 
Governor Dong-yeon Kim visited the Biocom CA headquarters in San Diego on the morning of the 15th (local time) in the United States, and delivered a letter of Intent (LOI) to promote partnership between Gyeonggi-do and Biocom CA to Chairman and CEO Joe Panetta.

Jong-seok Lee, Bioindustry Department Director of the Gyeonggido Business & Science Accelerator attended the meeting. During the meeting that day, Governor Kim explained Gyeonggi Province's plan for the development of the bioindustry and made two suggestions.
 
Governor Kim said, “First of all, I want to work with Biocom CA as quickly as possible,” and added, “I hope Biocom will assist in strengthening bio-related corporate education, human resource development, startup development, and support for overseas expansion.”
 
Governor Kin continued, “Secondly, I understand that discussions are underway with the Business & Science Accelerator and Biocom CA to establish a Korean branch.” He emphasized, “I hope it progresses quickly to create a close cooperative relationship.”
 
Joe Panetta, President and CEO of Biocom CA responded, “It is very encouraging that Korea’s biotechnology industry is growing rapidly,” and added, “Let’s work together toward a common goal while enhancing Gyeonggi Province and Biocom’s relationship.”
 
He continued to add, “I hope to see more Gyeonggi-do corporations participating in the global partnership conference held by Biocom CA. Foreign corporations are invited to training programs and collaborate in venture-like settings. It would be nice to run a similar program with corporations from the Gyeonggi Province.”
 
With more than 1,800 member companies, Biocom CA is the largest biotechnology association in the United States. They promote biotech companies and product development conditions with the government (patent protection, funding, tax reform, and etc.), establish industrial communities (business exhibitions, technical explanatory sessions, and etc.), and training (educational programs management, and etc.).
 
국제교류협력 강화와 해외투자 유치를 위해 미국을 방문 중인 김동연 경기도지사가 바이오콤 캘리포니아(이하 바이오콤 CA)를 찾아 경기도 바이오산업 육성을 위한 파트너십 구축 방안에 대해 의견을 나눴다.

김동연 지사는 미국 현지 시각 15일 오전 샌디에이고에 위치한 바이오콤 CA 본사를 찾아 조 파네타(Joseph Panetta) 회장에 이런 내용을 담은 ‘경기도-바이오콤 CA 간 파트너십 증진 의향서(LOI)’를 전달했다.

이 자리에는 이종석 경기도경제과학진흥원 바이오산업본부장이 함께 했다. 김 지사는 이날 면담에서 바이오산업 발전을 위한 경기도의 계획을 설명한 후 두 가지를 제안했다.

김 지사는 “먼저 바이오콤 CA와 빠른 시간 내에 할 수 있는 일을 같이 하고 싶다”면서 “바이오 관련 기업 교육과 인력 양성, 스타트업 육성과 해외진출 지원에 바이오콤이 힘을 보태줬으면 한다”고 말했다.

이어 그는 “두 번째는 경제과학진흥원과 바이오콤 CA 한국지부 설치 논의를 하고 있는 것으로 알고 있다”면서 “빨리 진행돼 밀접하게 협력관계를 만들었으면 한다”고 강조했다.

이에 대해 조 파네타 바이오콤 CA 회장은 “한국의 생명공학 산업이 급성장을 이루고 있는 점이 매우 고무적”이라며 “경기도와 바이오콤의 관계를 증진시키면서 공동의 목표를 향해 함께 노력하자”고 답했다.

그러면서 “바이오콤 CA에서 진행하는 글로벌 파트너십 컨퍼런스에 경기도 기업들이 많이 참여할 수 있도록 지원했으면 좋겠다. 인재 양성은 해외기업을 초청해서 벤처 형태로 협업해 운영하는 제도가 있는데 비슷한 프로그램을 경기도 기업들과도 할 수 있으면 좋겠다”고 덧붙였다.

바이오콤 CA는 미국 내 최대 바이오협회로 1800개 사 이상 회원사를 보유하고 있다. 바이오기업 기술‧제품 개발 환경조성을 위한 정부와의 협력(특허 보호, 펀딩, 세제 개편 등), 산업계 커뮤니티 구축(비즈니스 박람회, 기술설명회 등), 인재양성(교육프로그램 운영 등) 등의 역할을 한다.
  On the letter of intent, Gyeonggi-do included details to host the Biocom CA Korea Branch -- establishing a constant communication channel and a long-term cooperative partnership between Gyeonggi-do and California.

The President, VP, and executives of Biocom CA visited the Gyeonggido Business & Science Accelerator three times last year maintaining a steady cooperative relationship with Gyeonggi-do.
 
Gyeonggi-do is currently promoting to create Korea’s only bio-health metropolitan centers located: (Gwanggyo) Advanced biotech, (Siheung) biomedicine, (Goyang - Paju) medical-green biotech, (Seongnam) digital healthcare, and (Hwaseong) pharmaceutical-cosmetics.
 
The province believes that Biocom CA's global reach will be a great help to biotech companies in Gyeonggi Province. For the trip’s first cooperation project, Biocom CA was invited to the “Global Startup Expo” scheduled to be held by Gyeonggi Province in September.
 
In addition, the province plans to help biotech companies from both countries to collaborate together and promote establishing Biocom CA Korea Branch at the Gyeonggido Business & Science Accelerator.
 
Followed by his visit to Biocom CA, Governor Dong-Yeon Kim visited Illumina, a leader in genome analysis located in San Diego, U.S. He met with VP Ashley Van Zeeland and discussed Gyeonggi-do’s bioindustry policy and possible cooperative opportunities.  



경기도는 이날 바이오콤 CA 한국지부 광교 유치, 경기도-캘리포니아 간 장기적 협력 파트너십 구축 및 상시 소통채널 마련 등의 내용을 의향서에 담았다.

바이오콤 CA는 회장과 부회장 등이 지난해 세 차례 경기도경제과학진흥원을 찾을 만큼 경기도와 꾸준한 협력관계를 이어오고 있다.

경기도는 현재 (광교)첨단 바이오+(시흥)바이오 의약+(고양·파주)메디컬·그린 바이오+(성남)디지털 헬스케어+(화성)제약·화장품 등 5개 클러스터를 융합한 국내 유일 바이오·헬스 광역 클러스터 조성을 추진 중이다.

도는 바이오콤 CA의 글로벌 역량이 경기도 바이오기업에 큰 힘이 될 것으로 보고 있다. 도는 이번 방문에서 첫 번째 협력 사업으로 오는 9월 경기도가 개최할 예정인 ‘글로벌 스타트업 박람회’에 바이오콤 CA를 초청했다.

또한 경기도경제과학진흥원에 바이오콤 CA 한국지부 설치를 추진하는 등 양국 바이오기업의 상호 간 진출을 도울 계획이다.

바이오콤 CA 방문에 이어 김동연 지사는 샌디에이고에 위치한 미국의 대표 유전체 분석 기업 일루미나(llumina)를 찾아 애슐리 반 지렌드(Ashley Van Zeeland) 부사장을 만나 경기도가 추진 중인 바이오산업 정책에 대해 설명하고 협력 방안을 논의했다. Governor Kim stated, “Areas that I am particularly interested in are bio-related training programs and promoting startups.” He continued, “I hope that companies like Illumina, at the forefront of genome research, could help Gyeonggi-do with training programs or building startup research centers. If concrete progress is made, we are willing to provide as much support as possible.”
 
He continued, “Korea’s bioindustry still has untapped potential and Gyeonggi-do is at the forefront. If we are able to work together, we can bring a lot to the development of bioindustry and human health for not only Korea, but for the world.”
 
VP Ashley Van Zeeland stated, “Thank you for the good proposal,” and she continued, “I believe we can achieve significant results cooperating with Gyeonggi-do’s expertise in semiconductors and AI. This will become more essential for the bioindustry in the next 10 to 20 years.”
 
Both decided to strengthen their cooperation in areas like training biotech experts, startup support, and utilizing genome data.

김 지사는 “제가 특히 관심을 갖고 있는 분야는 바이오 관련 인력 양성과 스타트업 양성”이라며 “일루미나처럼 유전체 연구에서 가장 앞서 있는 기업이 경기도에 관련 인력 양성이나 스타트업 연구소 구축에 도움을 주면 좋겠다. 구체적 진전이 이뤄지면 최대한 지원하겠다”고 말했다.

그러면서 “한국 바이오산업은 잠재력이 있고 그 가운데 경기도가 가장 선구자적 역할을 하고 있다. 함께 일할 수 있다면 한국뿐만 아니라 전 세계 바이오산업의 발전과 인류의 건강을 위해 많은 것을 할 수 있다”고 강조했다.

애쉴리 반 지렌드 부사장은 “좋은 제안 감사하다”면서 “반도체와 AI 분야에 강점이 있는 경기도와의 협력이 이뤄지면 상당한 성과를 낼 수 있으리라고 생각한다. 향후 10~20년간 바이오산업의 혁신에 정말 중요한 부분이다”고 말했다.

두 사람은 이날 바이오 전문인력 양성 및 새싹기업(스타트업)의 역량강화, 유전체 데이터 활용 등의 분야에서 협력을 강화해 나가기로 했다.
